Looking for a new luggage manufacturer — current supplier's lead times have become unreliable, 12,000 pcs/year

We distribute luggage and travel bags to independent retailers across France and are looking to replace our current manufacturing partner. Lead times have become unpredictable over the last several release cycles, which is disrupting our retailers' ordering. We need a manufacturer who can commit to a consistent lead time we can plan around. Product: polycarbonate hardshell suitcases across our full range — cabin (20"), medium (24") and large (28") — spinner wheels, TSA combination lock, zipper frame construction. GRS and RoHS documentation required, REACH declaration for the EU market. Volume: approximately 12,000 pieces per year across the three sizes, in several releases through the year — this would replace all of the volume currently going to our existing supplier. Please confirm your standard lead time from PO to shipment and how consistent it has been recently, EX-W and DAP pricing to our Lyon warehouse, MOQ per size, and whether you can commit to a fixed lead time in a supply agreement rather than a case-by-case quote.
